Dr. Joaquin Arambula represents the 31st Assembly District in the Central Valley, a district that includes 41 percent of the City of Fresno as well as all the rural cities and communities in Fresno County. He is the first Latino physician elected to the California Assembly. As an emergency room doctor in rural Fresno County, he saw the emotional and financial toll on people struggling with illnesses that access to health care could have prevented; he was determined to improve health care for everyone. He is chair of the Assembly Budget Subcommittee on Health and Human Services, where he has focused on improving health care access and affordability and ensuring the protection of safety net programs for working families. He is the author of Assembly Bill 4, known as the “Health4All” bill, which seeks to expand full scope Medi-Cal coverage to all undocumented adults. He is a staunch advocate of efforts to address the critical statewide shortage of doctors and medical providers, specifically in the Central Valley. He also has worked diligently for improvements in other areas, including public safety, job development, and support for veterans and service members. He is a graduate of Bowdoin College in Maine and the University of Minnesota Medical School.

Paulette Cha is a research fellow at PPIC, where her work focuses on the health of underserved populations, especially children and immigrants. Her research has been published in peer-reviewed outlets including the American Journal of Public Health and the Journal of Adolescent Health, and she has been cited in numerous media outlets such as the Sacramento Bee and the Orange County Register. Before joining PPIC, she was a joint postdoctoral fellow at UCLA and the University of Southern California, and she has past experience evaluating social policy interventions in health and education for low-income individuals. She holds a PhD in health policy/health economics from the University of California, Berkeley.

Estella M. Cisneros is the legal director of the Agricultural Worker Program for California Rural Legal Assistance (CRLA), where she oversees the organization’s statewide work with agricultural workers, which includes farmworkers as well as those employed in dairies, packing houses, nurseries, and meat and poultry processing operations such as meat packing plants. She is based in Fresno, where her practice focuses on employment and workplace health and safety matters, including sexual harassment and assault in the workplace. She has been with CRLA since 2012, when she joined the legal aid nonprofit as a Skadden Foundation Fellow. In 2013, she was named one of Forbes magazine’s “Top 30 Under 30” in Law & Policy and in 2015, featured as one of Huffington Post’s “30 Women Under 30 Changing Food.” In 2014–2015, she served as an ABA Young Lawyers Division scholar and currently serves as the treasurer of the National Lawyers Guild–Central Valley chapter. She earned a BA in political science from Stanford University and a JD from Yale University.

Theresa Kiehn is president & CEO of AgSafe, a Modesto-based nonprofit organization that provides practical health and safety education to the agricultural community. Since 1991, they have trained over 100,000 employers, supervisors, and farm workers in the most critical issues impacting worker safety, human resources, pesticide safety, and food safety. During her 12 years with the organization, AgSafe has tripled in size and expanded their scope to reach food and farming operations across the nation. Her career also includes tenure with the Great Valley Center and her family business, Fontana Farms. In working with nonprofits and family businesses for nearly 25 years, she closely identifies with organizations striving to make an impact in an array of social and economic environments. She currently serves as the president of the Turlock Certified Farmers Market and is also on the board of directors for the California Farmland Trust. She earned a bachelor’s degree in political science from California State University, Stanislaus.
